The boy snatched by his mother to save him from the ordeal of cancer treatment will have brain surgery today against her wishes.

A judge ordered yesterday that seven-year-old Neon Roberts must be operated on ?as soon as possible?.

A doctor told the court that without treatment it was highly likely the child would die ?after a relatively short period of time?.

But Sally Roberts has refused to give her consent because she does not trust British doctors and fears her son will suffer long-term side effects from treatment.

Mrs Roberts, 37, wants to seek second opinions from abroad and argued it is her ?human right? to decide what is best for Neon.

But in the High Court yesterday, Mr Justice Bodey said: ?We do not have the luxury of time. I am quite satisfied that surgery is in his best interests.?

Last night Neon was given his Christmas presents early before being taken to hospital.

He was diagnosed two months ago with a medulloblastoma tumour, which doctors believed they had removed in full during a nine-hour operation on October 25.

But Mrs Roberts refused to let her son receive radiotherapy following the first operation, and recent MRI scans picked up a growth of 1.5cm squared ? either regrowth or residual tumour.

Her estranged husband Ben, 34, wrote a statement to the judge saying he was in support of surgery and is said to be ?anxious? it is performed as soon as possible.

After yesterday?s verdict, Mrs Roberts, who triggered a national search when she went on the run with her son two weeks ago, said she understood why the judge made the ruling, but added: ?Should this be my decision as his mother? Of course it should be. It is a human rights issue.

?I?m not keeping this case going, spending taxpayers? money, for nothing. I believe in this. Death by doctor ? people need to understand how big a problem it is. I couldn?t forgive myself if I did nothing.?

The operation carries a risk of between 10 and 25 per cent that Neon will be left mute. But despite experts unanimously reporting that his cancer has returned and warning that he may have only two or three months to live without treatment, Mrs Roberts said she believed doctors were over-emphasising how ?sick? he is.

?Everyone is talking of me depriving him of treatment, saying my son is going to die. It is simply not true but everyone believes it,? she added.

?He?s running about, wanting to play. But the surgery will take it out of him. The operation will affect his movement, balance, his speech. It can sometimes cause the cancer to spread.?

She insisted that she was not fighting simply on mother?s intuition, saying: ?This is not something I just think. This is something I know. I have researched this.?

She said her estranged husband opposed her actions because he had not done enough research on the subject. Mrs Roberts, who wants Neon to be treated with alternative medicine such as oxygen therapy, insisted ?death by doctor? was a ?bigger problem than terrorism?.

She argued that the only evidence cited in court in favour of radiotherapy was a study on a small number of infants from the 1940s, and claimed to have found studies from abroad which prove radiotherapy is often unnecessary. A doctor in court said he was not familiar with the research.

Mrs Roberts dismissed her legal team minutes before court yesterday because she did not believe they had enough faith in her case. She has since hired renowned human rights lawyer Imran Khan, best known for representing the family of murdered teenager Stephen Lawrence.

The mother-of-two, who is originally from New Zealand, had asked the court to postpone a decision on surgery until she could seek second opinions from Russia, Germany, China and the United States.

She had earlier consented to the operation but changed her mind on the morning of yesterday?s hearing, and said she believes the growth spotted on recent MRI scans could be scar tissue.

Doctors treating Neon, however, claim he has already been ?disadvantaged? by the delays in his treatment. Mr Justice Bodey said he had sympathy with Mrs Roberts, but added: ?Putting all those risks in the balance?.?.?.?in the unhappy position [Neon] now finds himself, I am quite satisfied that surgery is in his best interests.?

After spending today in hospital with Neon, Mrs Roberts will tomorrow return to the High Court to try to prevent her son being given radiotherapy in January.

Part of Antarctica is to be named Queen Elizabeth Land in honour of the Queen, it was announced as she made a historic visit to Downing Street.

She is the first monarch since 1781 - during the US war of independence - to attend a cabinet meeting.

She met ministers, who gave her a set of 60 place mats, to mark her Diamond Jubilee after 60 years on the throne.

The Queen joined the cabinet while they were updated on a range of forthcoming parliamentary business.

After leaving Downing Street she went with Foreign Secretary William Hague to the Foreign Office, where it was announced that the southern part of the British Antarctic Territory had been named.

The territory, covering 169,000 sq miles - almost twice the size of the UK - was previously unnamed, the Foreign Office said.

"This is a fitting tribute at the end of Her Majesty's Diamond Jubilee year, and I am very proud to be able to announce it as she visits the Foreign and Commonwealth Office," Mr Hague said.

The Foreign Office said there was a precedent - there was already a Princess Elizabeth Land in East Antarctica, which was named after the Queen before she took the throne, and in 2006 an unnamed mountain range in the Antarctic peninsula was named the Princess Royal Range in tribute to the Queen's daughter.

At the cabinet meeting, the Queen sat in the PM's usual seat - with Mr Cameron and Mr Hague sitting on either side of her.

It is believed to be the first time a monarch has attended peace-time cabinet since George III in 1781. George I ceased to chair cabinet in 1717.

The Queen's father, King George VI, attended war cabinet during the Second World War.

The cabinet, which usually meets weekly, is the group of 20-30 senior ministers who are responsible for running the departments of state and decide government policy

Shorter speech encouraged

After arriving at No 10, the Queen was introduced to each of the government's senior ministers in turn, as they bowed or curtseyed.

She shared jokes with Chancellor George Osborne, Defence Secretary Philip Hammond, and Deputy Prime Minister Nick Clegg.

After the Queen and the cabinet had taken their seats, Mr Cameron formally welcomed her to the meeting and outlined the items of business on the agenda.

It began with Chief Whip Sir George Young talking about the change to royal succession rules, to allow a first-born girl to become head of state even if she has a younger brother.

There were also updates on the forthcoming parliamentary business and Ken Clarke spoke about prospective justice measures.

There was a much larger than usual press pack opposite No 10, although, unlike normal cabinet arrivals and departures, no questions were shouted at the Queen as she arrived and left.

The Prime Minister's official spokesman said during cabinet, the Queen "very gently and humorously, on the section regarding the next Queen's Speech encouraged it to be on the shorter rather than longer side"

'She can come any time'

Communities Secretary Eric Pickles said all Cabinet ministers had ensured their shoes were "shiny, freshly polished - obviously with the exception of Ken Clarke, who wore his customary Hush Puppies".

"The Queen seemed very relaxed, in a very good mood and took an enormous interest in the Cabinet discussion," he told BBC Radio 4's The World At One.

"I think people were perhaps more considered in what they say, but nevertheless it was a proper discussion on the general economic situation and the inflation figures and Afghanistan."

For constitutional purists this was a mildly troubling encounter which muddied the waters between a hereditary monarch and an elected accountable cabinet.

For many others, it was a unique moment which probably hasn't been seen in peacetime for three centuries.

For the Queen, it was a reminder of where the power lies and how much has been lost from the position she occupies.

Her prerogatives or privileges are now pretty much limited to appointing a prime minister and dissolving Parliament. In both cases, she's severely limited by constitutional conventions.

Rather than ruling, like her ancestors, she reigns - to the delight of many and the irritation of those seeking an elected head of state.

The Queen left the cabinet meeting with 60 table mats, safe in the knowledge that, once again in her long reign, she has made history.

Asked whether she might have enough table mats already before today's gift, Mr Pickles said: "One can never have too many table mats."

He dismissed suggestions from some that the Queen was crossing a constitutional line by attending the cabinet.

"We are her cabinet, we operate for her. She was sat in the seat where the Prime Minister traditionally sits and, given it's her cabinet, she can come any time she wants."

While the Queen is head of state, her involvement in day-to-day political decisions is largely formal.

The prime minister visits her regularly for an audience where he updates her on events, while she is also expected to rubber-stamp ministerial decisions at meetings of the Privy Council.

The Queen plays a central ceremonial role in the state opening of Parliament, when she travels by ornate horse-drawn coach to the House of Lords to read out a speech prepared by ministers unveiling details of their legislative plans.

She also retains the power to appoint the prime minister.

Rodney Barker, professor of government at the London School of Economics, said her attendance at the cabinet was "daft", because "it will mean potentially the Queen will know things she is not supposed to know and hear things she is not supposed to hear".

But Professor Jane Ridley, biographer of Edward VII, disagreed, telling BBC Radio 4's Today it was "testimony of the Queen's ability to elevate the monarchy above politics" that she could attend cabinet.

Former Cabinet Secretary Lord O'Donnell told BBC Radio 4: "I'm sure cabinet want to do this because they want to say thank you. I mean, I've always viewed the Queen as kind-of the ultimate public servant. You think what she's done during her jubilee period and they just want to say thank you."

Re-engineered optogenetic switches allow direct measurement of complex cellular systems

Dec. 17, 2012 ? A Harvard University chemical biology lab has re-engineered optogenetic switches, photosensitive proteins called rhodopsins inserted into mammalian cells to control electrical firing, so that the switches run backward, firing off bursts of fluorescent light that reveal newly detailed patterns of electrical activity in neural networks, beating cardiac cells and developing embryos, according to a Dec. 17 presentation at the American Society for Cell Biology Annual Meeting in San Francisco.

Adam Cohen, PhD, said that optogenetic switches were pioneered in 2005 by Stanford University neuroscientist Karl Deisseroth, MD, Phd, in mammalian neurons, using light as a remote controller to turn them on or off. Rhodopsin switches have since allowed researchers to gain optical control over the electrical state and thereby the firing of neurons of worms, fish, mice and even monkeys.

In reversing the circuitry, Dr. Cohen has made the protein an indicator light, allowing his lab to directly measure electrical activity in complex cellular systems such as heart muscle. Researchers traditionally have inserted a very fine glass capillary into the cell and used a sensitive voltimeter to calculate voltage.

"This procedure is slow and laborious. We realized that optical measurements could be conducted with much higher throughput, a possible boon for screens to identify neuronal or cardiac drugs," said Cohen, whose Harvard lab identified the rhodopsin protein Archaerhodopsin 3 (Arch), derived from the Dead Sea microorganism Halorubrum sodomense, as a fast and sensitive fluorescent indicator of membrane voltage.

Dr. Cohen and collaborators were able to express the Arch protein inside cultured rat neurons. Each time the rat neuron fired, the researchers saw and recorded a flash of fluorescence. With this technique, they created spatial maps charting the propagation of electrical impulses in neurons, providing a newly detailed look at how these impulses arise and spread. The researchers also expressed these voltage-indicating proteins in rat cardiac cells and monitored the electrical impulse associated with each heartbeat.

In human cardiac cells derived from human induced pluripotent stem cells (hiPSCs), Dr. Cohen and his team expressed Arch as a voltage indicator. Because these cells beat spontaneously in a culture dish, the researchers were able to plot the cells' responses to a wide variety of drugs by making optical measurements of the electrical activity of several thousand cells in a brief time period.

"Studies on hiPSC-derived cardiac cells are particularly exciting," said Dr. Cohen, "because they enable us to study cardiac electrophysiology in cells derived from people with genetic predispositions to a wide variety of cardiac diseases."

The Cohen lab has also expressed microbial rhodopsin proteins in living zebrafish. Because the fish are transparent, optical studies are possible without surgery. His lab has charted the electrical waves that initiate the heartbeat, the development in a zebrafish embryo of the heart from a quiescent patch of cells to a fully beating organ, and the firing of neurons in a zebrafish brain in response to external stimuli.

Arch is one of the over 5,000 known microbial rhodopsin proteins that generate colors. They share molecular kinship with the rhodopsin molecules in the human eye that enable color vision.

Arizona Electors Question Barack Obama Birth Certificate

The chairman of the Arizona Republican Party and two other Arizona members of the Electoral College on Monday questioned President Barack Obama's birth certificate during the formal casting of the state's electoral votes.

Arizona GOP Chairman Tom Morrissey said during the state's Electoral College meeting that Obama did not produce a "legitimate" birth certificate, KNAU reports. Morrissey's comments came as presidential electors nationwide formally elected Obama over Republican Mitt Romney.

"I'm not satisfied with what I've seen," Morrissey said during the meeting. "I think for somebody in the president's position to not have produced a document that looks more legitimate, I have a problem with that."

Morrissey was joined in doubting Obama's citizenship by two other Arizona electors, Gila County Republican Party Chairman Don Ascoli and former Graham County Republican Chairman John D. Rhodes, the Associated Press reports. Ascoli questioned whether Obama had been"properly vetted as a legitimate candidate for president."

Arizona Gov. Jan Brewer (R), who has vetoed bills to require presidential candidates to show a birth certificate to Arizona's secretary of state, said she disagreed with the trio's stance. Secretary of State Ken Bennett (R), the presiding officer of the Arizona Electoral College, also said he disagreed with what the three said. In May, Bennett had threatened to block Obama from appearing on the Arizona ballot unless he produced a birth certificate that met Bennett's satisfaction. Bennett later said he would not not place Obama on the state's presidential ballot.

The comments of the Arizona Republicans comes a week after birther queen Orly Taitz filed a lawsuit in federal court in Arizona against Vice President Joe Biden and Congress to block Biden from counting the electoral vote. Taitz, who has filed a series of lawsuits questioning Obama's eligibility, seeks to prevent Biden from performing his constitutional duty of opening the envelopes containing the electoral votes from each state and the District of Columbia before a joint session of Congress in January.

Taitz also wants to block California Gov. Jerry Brown (D) and California Secretary of State Debra Bowen (D) from signing California's Electoral College paperwork and mailing it to Biden and a federal judge. Taitz is joined in her lawsuit by federal prison inmate Keith Judd, who received 41 percent of the vote against Obama in the May Democratic presidential primary in West Virginia. Taitz contends that Judd would have been the Democratic presidential nominee if Obama had been ruled ineligible. In her court filing, Taitz claimed that Obama was a citizen of Indonesia and that he produced falsified documents to run for president.

NHL files suit, labor charge against union

NEW YORK (AP) ? Anticipating a possible antitrust suit, the NHL has brought its labor fight against hockey players to federal court.

The league filed a class action suit Friday in U.S. District Court in New York, seeking to establish that its now 90-day lockout is legal. In a separate move, the NHL filed an unfair labor practice charge with the National Labor Relations Board, claiming the players' association has bargained in bad faith.

The NHL said it believes the union's executive board is seeking authorization to give up its collective bargaining rights, a necessary step before players could file an antitrust lawsuit.

NHL deputy commissioner Bill Daly declined to comment on the league's actions Friday. The moves were made after the sides held a bargaining teleconference, following two days of talks that included federal mediators.

Players' association special counsel Steve Fehr, meanwhile, declined to comment on the lawsuits or to confirm the union's plans regarding a so-called disclaimer of interest. But the union issued a statement Friday night to address the NHL's actions.

"The NHLPA has just received a copy of the National Labor Relations Board charge and has not yet been served with the lawsuit," the statement said. "However, based on what we've learned so far, the NHL appears to be arguing that players should be stopped from even considering their right to decide whether or not to be represented by a union. We believe that their position is completely without merit."

Fehr, who took part in the conference call earlier Friday, said the league didn't make its legal plans known during its discussions.

If players choose to pursue a disclaimer of interest, the union would essentially stop being a collective group to negotiate a labor deal with the NHL. The Canadian Press, citing unidentified sources, said that the union's executive board requested a vote from its membership on Thursday night that would give it the authority to file a disclaimer.

Such a move wouldn't necessarily doom the entire hockey season that has already been long-delayed and shortened.

During the NBA lockout last year, the basketball union made a similar move. But negotiations continued anyway and a tentative agreement was reached within a couple of weeks.

The union then reformed in time for players to ratify the new deal and begin a shortened season. NFL players took the same route last year, as well.

By filing the complaint in New York, the NHL guaranteed that the legality of the lockout would be decided in a court known to be sympathetic toward management. The league is concerned that if the union dissolves and seeks to have the lockout deemed illegal, players could be due triple their lost salaries if they are successful.

The sides had spent the previous two days in talks with mediators in New Jersey. On Wednesday, union officials and league brass spoke separately to mediators and not with each other. There were face- to-face talks between the sides on Thursday, but no progress of note was achieved.

Without the presence of mediators on Friday, a small group of negotiators ? four aside without Commissioner Gary Bettman or union executive director Donald Fehr taking part ? got on the conference call.

The NHL is looking for an even split of revenues with the players. When it agreed last week to increase an offer of deferred payments from $211 million to $300 million ? a package aimed at making the lower percentage of revenue easier for the union to take ? it was part of a proposed package that required the union to agree on three nonnegotiable points. Instead, the players' association accepted the raise in funds, but then made counterproposals on the issues the league stated had no wiggle room.

All games through Dec. 30 have been canceled, 43 percent of the season, along with the New Year's Day Winter Classic and the All-Star game.

A 48-game season was played in 1995 after a lockout stretched into January. Bettman said he wouldn't have a shorter season than that. The 2004-05 season was lost completely to a labor dispute.

Testing the Google Now 'what's this song' feature

With the big update to Google Search today, there were a few really cool features dropped into Google Now. They're all pretty useful, but the "what's this song" feature is one we can have some fun with. Since Phil and I like really cool hipster stuff you've probably never heard of pretty crappy music, we decided to give it a test.

You might not know it to look at us, but Phil is a headbanger at heart, and I'm that guy from high school with the blue mohawk and leather boots. We like music that most well-adjusted people don't and decided to see what Google could do with it. The results were a mixed bag.

To get started on an experiment of your own, just fire up Google Now (yes, you need Jelly Bean) and tap the voice search button. Lean into the mic and ask "What's this song?" It will register for a sec, then tell you it's listening. Let it hear the music for a few, and it will come back with either an answer or tell you it has no clue what you're listening to.

On the surface, it looks like indy metal music and 1970s hardcore punk really trips up the service. We went about 50-50 with the less-that-socially acceptable stuff. After further investigation, it seems like it only finds music that Google sells in the Play Store. Makes sense, as they have all those tracks digitized for the "coming" music match style service.

SNC-Lavalin wins contracts for Alberta transmission line and Persian Gulf oil

MONTREAL - SNC-Lavalin capped a strong week on Friday by announcing an oil services contract in the Persian Gulf region and having its AltaLink subsidiary receive approval for a $1.5 billion transmission line extension in Alberta.

The Montreal-based engineering giant said its offices in Saudi Arabia and London have been awarded a five-year contract to perform a number of engineering, procurement and construction management support services for onshore and offshore hydrocarbon and industrial projects in the Persian Gulf region.

SNC-Lavalin (TSX:SNC) didn't provide a value for the contract from Khafji Joint Operations, a joint venture between the Aramco Gulf Operations Company and the Kuwait Gulf Oil Company.

Alberta's utilities regulator also approved AltaLink's application filed in March to build a 500-kilovolt, direct-current transmission line that will nearly double its rate base.

SNC-Lavalin is expected to perform the engineering, procurement and construction portion of the project.

The approved Western Alberta Transmission Line will run 350 kilometres from Genesee, west of Edmonton to Langdon, east of Calgary.

Pierre Lacroix of Desjardins Capital Markets said the approval in Alberta reinforces that SNC-Lavalin is "well positioned to secure lucrative new contracts."

The contracts cap a week in which SNC-Lavalin consortia were selected to build the $2.1 billion light transit rail line in Ottawa and a power plant that will produce 463 megawatts of power in Poland.

SNC-Lavalin's share of the European contract is estimated to be worth nearly $184 million.

On the Toronto Stock Exchange, SNC's shares gained 13 cents at $36.98 in morning trading.

Hushed hoarders and prying pilferers: Eurasian jays change strategies to prevent others from stealing food

ScienceDaily (Dec. 4, 2012) ? In order to prevent other birds from stealing the food they are storing for later, Eurasian jays, a type of corvid, minimizes any auditory hints a potential pilferer may use to steal their cache (food that is buried for later use). The new research was published December 5, in the journal Proceedings of the Royal Society B.

Corvids are prolific cachers (or hoarders), burying food such as acorns in several thousand locations over the course of a year. When food becomes scarce during winter and spring, they remember where they buried their caches and retrieve the food items. However, pilfering of caches is commonplace. As a result, they are often trying to minimize other birds stealing their food and maximize the food that they steal.

In the first experiment, the researchers gave the jays options to hide food in substrates which varied in the amount of noise they made (a tray containing noisy gravel and a tray containing quiet sand). The birds' preferences for using these different substrates were tested when they were alone, when they had another bird that could see and hear them and when there was another bird that could hear but could not see them.

The researchers found that if a Eurasian jay is caching and hears but does not see another bird nearby it will hide its cache in the less noisy substrate (for this study, sand rather than gravel). This is presumably done to avoid drawing unwanted attention from potential thieves that might then try to view the location of the cache.

In the second experiment, the scientists measured how many times the subjects vocalised depending on whether they were watching another jay caching, another jay stealing caches that the subject had made themselves, another jay that was not caching or stealing, or an empty compartment that contained no jay.

They found that pilfering birds vocalise less when spying on another bird caching compared to when they are alone. The researchers believe that the jays are quieter in order to prevent their presence becoming known to the caching bird that might otherwise hide their cache elsewhere or stop hiding food.

Rachael Shaw, a PhD student at the University of Cambridge and co-author of the paper, said: "As humans, we understand that other people can hear what we are doing, but there is only limited evidence for this ability in other animals. Our study of Eurasian jays is the first to report that a member of the crow family will suppress acoustic information by vocalising less when spying on another individual that is caching."

Russian trade, human rights bill heads to Obama

(AP) ? A Russian trade and human rights bill cleared Congress and headed for President Barack Obama's signature Thursday, opening new export opportunities for American businesses but antagonizing relations with Russia over its treatment of dissidents.

The Moscow government, while welcoming better trade relations, threatened retaliation over a section of the bill that would punish Russian officials who allegedly commit human rights violations. A Russian parliament official suggested sanctions could be imposed on U.S. officials accused of rights violations in Afghanistan, Iraq and elsewhere while the Foreign Ministry said the legislation "will have a negative impact on bilateral cooperation" and responsibility for that will "completely lie with the United States."

Sen. John McCain, R-Ariz., a main sponsor of the human rights measure with Sen. Ben Cardin, D-Md., contended it would help the Russian people by "sending a signal to Vladimir Putin and the Russian plutocracy that these kinds of abuses of human rights will not be tolerated."

The 92-4 vote Thursday by the Senate to establish permanent normal trade relations with Russia followed an equally convincing vote in the House last month. The bill eliminates a long-obsolete 1974 provision, called the Jackson-Vanik Amendment, that tied trade relations with the former Soviet Union to the emigration of Jews and other Soviet minorities.

Although Obama and past presidents over the past two decades annually have waived the Jackson-Vanik restrictions, it lingered on the books because of congressional antipathy toward Russia's human rights record and anti-American policies. This year the issues have included Russian support of the Assad government in Syria.

But acting to eliminate the 1974 provision and making normal relations permanent became a necessity when Russia on Aug. 22 entered the World Trade Organization, forcing it to lower tariffs, ease import restrictions, protect intellectual property and participate in the WTO dispute resolution system.

Until the United States normalizes trade, U.S. traders will be alone among the members of the 157-nation WTO unable to enjoy the increased market access.

Obama issued a statement saying the legislation, which also extends permanent normal trade relations to the former Soviet state of Moldova, "will ensure that American businesses and workers are able to take full advantage of the WTO rules and market access commitments that the United States worked so hard to negotiate."

The administration and economists estimate that U.S. exports of goods and services, now about $11 billion a year, could double over the next five years under normalized trade relations with Russia ? and its 140 million consumers.

The Coalition for U.S.-Russia Trade, which represents manufacturing, service and agriculture interests, says the United States now commands only about 4 percent of Russia's import market of $400 billion a year, compared to 40 percent for Europe and 16 percent for China.

It says that over the next 20 years Russian carriers will need about 900 passenger aircraft valued at about $100 billion, that Russia relies on imports for about 50 percent of its $150 billion chemical market and that Russian demand for information technology, agriculture goods, energy technology and medical equipment are growing rapidly.

Sen. Max Baucus, D-Mont., chairman of the Senate Finance Committee, stressed that the legislation can only be a plus. "We change no U.S. tariffs and no U.S. trade laws. This is a one-sided deal in favor of American exporters."

U.S. Chamber of Commerce President and CEO Thomas J. Donohue called it a "rare bill that will create American jobs without costing the taxpayer a dime." He said bipartisan cooperation on trade matters, including completion of free-trade agreements with South Korea, Colombia and Panama and reauthorization of the U.S. Export-Import Bank, have been among the "top achievements" of the current Congress.

But it could have ramifications on overall U.S.-Russian relations. That's because the bill includes a provision to sanction Russian human rights violators by withholding visas and freezing financial assets. The measure, named for Russian lawyer and whistleblower Sergei Magnitsky who died in a Russian prison three years ago after allegedly being tortured, was included in the trade bill as lawmakers balked at normalizing trade without holding Russia accountable for its poor human rights record.

"Jackson-Vanik served its purpose with respect to Russia and should be revoked, but in its place we should respond to Russia's continued corruption and human rights violations," said Sen. Orrin Hatch of Utah, the top Republican on Baucus' committee.

After the Senate vote, Alexei Pushkov, head of the foreign affairs committee in the lower house of Russia's parliament, said the State Duma may respond by imposing similar sanctions on U.S. officials accused of violating the rights of Russian citizens abroad. An alternative would be to target U.S. officials accused of rights violations in Afghanistan, Iraq, Libya and other nations, Pushkov was quoted as telling the ITAR-Tass news agency.

Sen. Carl Levin, D-Mich., said he voted against the bill because the Magnitsky provision, as written by the House, applies only to Russian human rights violators. The original Senate proposal would have applied those sanctions worldwide.

"Why would we deny visas only to Russian human rights violators?" Levin asked in a statement. "Why diminish the universality of the values the Magnitsky bill seeks to uphold?"
