Analyst Reiterates Claims of a Qualcomm Made Chip for the Galaxy S 4

We?ve already heard plenty about Samsung?s Galaxy S IV, ranging from launch dates to rumored specs, the Samsung flagship makes constant appearances in the rumor mill. However, we recently came across one report which suggested that the smartphone might pack a Qualcomm made chipset and not the Exynos 5 Octa as rumored. This was merely a rumor back then and it seems like this rumor is getting more traction now as an analyst has reiterated this claim, adding to Samsung?s alleged woes. The company?s Exynos 5 Octa chip was pretty much a certainty for the smartphone, but the analyst mentions that the chipset is facing some issues with power consumption. Which is why Samsung is believed to be looking towards Qualcomm as the chip supplier for the yet to be announced flagship. What gives weight to this rumor is the fact that we?ve seen plenty of leaked benchmarks of a mystery Samsung device sporting Qualcomm made SoCs, which pretty much appears to be the Galaxy S IV.

An analyst from Piper Jaffray named Gus Richard clearly mentions that Samsung is having trouble getting the Exynos 5 Octa chip onboard the new flagship. This is what he had to say ? ?We believe Samsung?s Galaxy S4 has slipped and the Galaxy S3 has been in production a quarter longer than expected. We believe the S4 is being delayed primarily due to power issues with the company?s eight-core Exynos Octa [?] we believe the company is likely to shift more to external sources. We believe QCOM will pick up more of Samsung?s S4 business.? This is certainly something we didn?t expect, and I?m sure it has taken Samsung by surprise too. However, it?s the onboard customization by Samsung and other software tweaks which should make it stand out from the rest of the competition.

There hasn?t been enough clarity on the matter so far, so it won?t be right for us to jump to conclusions. But there?s not much time left for the rumored March 14 announcement date of the next Samsung flagship. And even if it doesn?t pack the Exynos 5 Octa chip and comes with a Qualcomm Snapdragon variant instead, it?s not going to be the end of the world for Samsung. Qualcomm chips are very power efficient and the chip maker has been the go-to choice of several mobile manufacturers today. Google and LG decided to fill in the Snapdragon S4 Pro chip inside the Nexus 4 without making it too much of a battery drainer. Sure it doesn?t pack the best battery out there, but it?s certainly on par with most top tier smartphones.

If Samsung?s troubles are indeed real, it should come as very good news for Qualcomm, which didn?t have good things to say about Samsung?s ?octa? core chipset. However, it wouldn?t mind mass producing chips for Samsung devices going into 2013. Another cause for concern is the fact that the Samsung Galaxy S III is still in production despite this being the first quarter of 2013. This indicates that there could be a delay in the launch of the next Galaxy flagship, which should be heartbreaking for a few out there. Regardless, we hope Samsung figures out its problems beforehand so as to not wreck its projections for 2013.

Accused former Vt. college president kills self

MONTPELIER, Vt. (AP) -- The former acting president of a small Vermont liberal arts college killed himself amid an investigation into the embezzlement of $440,000 in school funds, state police said Thursday.

Former acting Southern Vermont College President James Beckwith died Wednesday in his Londonderry home of a self-inflicted gunshot wound, authorities said.

Beckwith was accused of taking the money between October 2012 and January while serving as acting president of the small liberal arts school in Bennington. Authorities said he deposited the money into his personal account, using $260,000 to pay down two mortgages.

The U.S. attorney's office said earlier Thursday it filed a complaint alleging the home and account are forfeitable as proceeds of mail fraud and as property involved in money laundering.

Prosecutors said Beckwith, 58, had college officials issue three checks to Merrill Lynch, saying they were to settle legal claims arising from a failed dormitory project. But the checks for $100,000, $160,000 and $180,000 were deposited into a personal account Beckwith had with Merrill Lynch, prosecutors said.

A recent audit of the college's finances for the fiscal year ending on June 30, 2012, found several suspicious financial transactions involving purported vendor payments by Beckwith, the U.S. attorney's office said.

When questioned about the matter, Beckwith resigned on Feb. 3. The $180,000 from the third check remains in the Merrill Lynch account.

The college sent an email to faculty and students saying it was saddened by Beckwith's unexpected death, said school president Karen Gross.

"This is a difficult and sad time for all of us who knew Jim. His many contributions to our community will be remembered," said Gross wrote.

The college met with faculty on Thursday and planned to meet with students Thursday night to discuss the unexpected death and the civil complained filed by the U.S. government.

Beckwith had been chief financial officer and chief operating officer of the college since 2007. He served as acting president while Gross was on one-year leave.

The college has about 550 students.

(AP) ? John Fox has some bad news for the other 31 NFL teams: Peyton Manning could be even better in 2013.

The Denver coach says Thursday at the league's annual scouting combine that with another offseason to heal and to fine-tune his comfort with Denver's offense, the four-time MVP and reigning Comeback Player of the Year could have a more impressive second season in the Mile High City.

Fox says a year ago the Broncos were doing homework on Manning. They saw a dramatic improvement in Manning's workouts last offseason at Duke, and then with the quarterback's passing in the second half of the 2012 season. Manning led Denver to the AFC's best record, 13-3.

Delta mayor not happy with high cost of TransLink

TransLink is costing the residents of Delta over $39 million a year in various taxes, according to Mayor Lois Jackson.

?I think it?s very important that we understand where our money is going and how much of it is going,? she said during Monday?s council meeting, rattling off statistics that she termed ?a little bit of trivia.?

According to 2012 property tax rates, Delta homeowners contributed $12.4 million to TransLink last year.

And based on 2010 gasoline and diesel consumption data cross-referenced with vehicles registered in Delta, Jackson estimated Delta drivers contributed a further $22 million to TransLink through their regional 17 cent per litre transit tax.

Lastly, a 10 cent federal excise tax is applied for every litre of gasoline, and four cents on every litre of diesel, sold in Canada.

Each province is entitled to a federal gas tax revenue transfer based on population, with Metropolitan Vancouver receiving $122 million.

Most cities get their own money back through the transfer based on census population. But Jackson said it?s different for cities in Metro Vancouver, which means all $122 million will go to TransLink.

Based on 2011 census population data, Delta?s population of 99,863 represents a $5 million contribution to TransLink.

Adding up all three revenue streams means Delta provides $39.4 million to TransLink each year, or $394.50 per capita.

The mayor has previously been open in criticizing the regional transportation authority for Delta having to pay the highest rates and receiving the worst service in return.

It is being hailed as a new breed of television - something that will stop your pet pooch from feeling lonely when you're not at home.

A new television channel, especially for dogs, has been launched in Israel.

DOG TV is designed to keep canines calm and free from anxiety while their owners are away.

Aimed specifically for its target audience the channel has changed the contrast and brightness levels because dogs are colour blind. The sound has also been adjusted.

And according to surveillance footage, the dogs really do watch.

Its website?claims DOGTV is "scientifically developed and pup approved".

"DOGTV is cable's first television network for dogs that is created exclusively for canines, and the humans who love them," the website says.

'Barking success'

American cable viewers have been able to watch DOGTV in some states for the past year.

The channel says it was because of the "barking success in the US" that it made the move to Israel.

In an interview with ISRAEL21c, DOGTV CEO Gilad Neumann said that when dogs are left alone, they can get depressed, lose their appetite or lose their desire to play.

The idea behind the canine channel is to leave the television on when no one is at home, so that the family dog can watch it and not feel lonely or suffer from abandonment anxiety.

The programmes on DOGTV run up to six minutes in length.

"This creates a companionship environment, a channel that is fully suitable for dogs," Neumann said.

"Owners can be sure it's all appropriate, and there is no content that scares or stresses the dog, like loud or sudden noises."

Concerned dog lovers in Israel can sign up to the service for around $2.50 ($3) a month.

'Improve lives'

DOGTV's website claims its 24/7 programming "helps improve the lives of dogs and their humans everywhere".

"Through years of research with some of the world's top pet experts, special content was created to meet specific attributes of a dog's sense of vision and hearing and supports their natural behaviour patterns," it continues.

"The result: a confident, happy dog, who's less likely to develop stress, separation anxiety or other related problems."

The channel says man's best friends "feel better" when the television is on when they are left alone, and the doggie targeted shows provide calming sounds and music to keep them peaceful.

It also claims the programmes "meet a dog's typical daily routine" and "help prevent mental fatigue, depression and boredom".

(AP) ? Caterpillar helped drag the stock market lower Wednesday after the industrial giant reported weaker worldwide sales. A mixed report on housing also weighed on the market.

News that Apple's major supplier, Foxconn, stopped hiring at its largest plant in China helped push down Apple's stock. Foxconn reportedly said the hiring freeze was not caused by slumping orders for iPhones. Apple fell $7.29 to $452.70.

Trading turned choppy after the Federal Reserve released details of its meeting last month. According to the minutes, several policymakers worried that the Fed's bond-buying effort could eventually unsettle financial markets or cause the bank to take losses. Most of the Fed officials thought the economy faced fewer risks than in December.

The Dow fell 27 points to 14,008 as of 2:30 p.m. EST. Caterpillar slid $1.78 to $93.83.

The Standard & Poor's 500 index dropped eight points to 1,523. The Nasdaq composite fell 20 points to 3,193.

The stock market surged at the start of the year, then drifted slightly higher in recent weeks with few major events to drive trading one way or another. That could change as soon as Congress returns from vacation next Monday. Deep federal spending cuts are scheduled to start March 1 unless Congress and the White House find a way to avoid them.

Both the Dow and the S&P 500 have gained nearly 7 percent for the year. The Nasdaq is up 6 percent.

Phil Orlando, chief market strategist at Federated Investors, believes the stock market has climbed too quickly this year. He's looking for it to get knocked down by 3 percent or more in the coming weeks. Another budget battle in Washington could be the trigger.

"There are a lot of us who say, 'We're a little bit ahead of ourselves here,'" Orlando said. "I still expect an all-time high for the S&P 500 this year, but it's going to get there in fits and starts."

Even though housing construction slowed down in January, the Department of Commerce reported Wednesday that new housing starts remained strong. Builders started construction at an annual rate of 890,000 last month, down 8.5 percent from December. Applications for building permits increased.

Boeing rose $1 to $75.65. An investigation into the overheating of a battery that caused a Boeing 787 to make an emergency landing in Japan last month found that it was incorrectly wired. Separately, Boeing's engineers approved the company's contract offer late Tuesday, defusing a showdown that could have resulted in a strike.

The Dow closed at its highest level of the year Tuesday, bringing it within one percent of 14,164, the record high reached more than five years ago.

In the U.S. government bond market, the yield on the 10-year Treasury note was unchanged from late Tuesday at 2.03 percent. The yield, which is used as a benchmark rate for mortgages and other loans, has climbed steadily higher since the start of the year, when it traded around 1.70 percent.

Among companies making moves:

? GPS device maker Garmin slumped 9 percent, the biggest drop in the S&P 500 index, after the company's results missed analysts' forecasts. Demand has waned for handheld navigation devices as more customers use maps on their smartphones. Garmin lost $3.63 to $35.61.

? Food giant ConAgra gained 1 percent after it raised its profit forecast for the year. The company, whose brands include Chef Boyardee, said its acquisition of Ralcorp will add a nickel per share to adjusted earnings this year. ConAgra's stock rose 33 cents to $33.78.

U.S. says has brought cyber-theft concerns to Chinese government

WASHINGTON (Reuters) - The Obama administration has repeatedly taken up its concerns about Chinese cyber-theft at the highest levels of the Chinese government, including with Chinese military officials, the White House said on Tuesday.

The U.S. comment followed a report by a U.S. computer security company that said a secretive Chinese military unit is believed to be behind a series of hacking attacks, which prompted a strong denial by Beijing.

"I can tell you that we have repeatedly raised our concerns at the highest levels about cyber theft with senior Chinese officials including in the military and we will continue to do so," White House spokesman Jay Carney told reporters. But he declined to comment specifically on the contents of the report.

U.S. Security Firm Alleges Massive Chinese Hacking

(BEIJING) ? Cyberattacks that stole information from 141 targets in the U.S. and other countries have been traced to a Chinese military unit in a drab office building in the outskirts of Shanghai, a U.S. security firm alleged Tuesday. China dismissed the report as ?groundless.?

The report by the Virginia-based Mandiant Corp. is the most explicit suggestion yet by a Western security company that China?s military might be directly linked to a wave of cyberspying against U.S. and other foreign companies and government agencies.

Mandiant said it has traced the massive amount of hacking back to a 12-story office building run by ?Unit 61398? of the People?s Liberation Army, and that the attacks targeted key industries including military contractors and companies that control energy grids.

The unit ?has systematically stolen hundreds of terabytes of data from at least 141 organizations,? Mandiant wrote.

?From our observations, it is one of the most prolific cyberespionage groups in terms of the sheer quantity of information stolen,? the company said, adding that the unit has been in operation since at least 2006.

Chinese Foreign Ministry spokesman Hong Lei did not directly address the claims, but when questioned on the report Tuesday, he said he doubted the evidence would withstand scrutiny.

?To make groundless accusations based on some rough material is neither responsible nor professional,? Hong told reporters at a regularly scheduled news conference.

In a reiteration of China?s standard response to such accusations, Hong said China strictly outlaws hacking and said the country itself was a major victim of such crimes, including attacks originating in the United States.

China has frequently been accused of hacking, but the Mandiant report contains some of the most extensive and detailed accusations made public so far. The group said its findings led it to alter the conclusion of its earlier 2010 report on Chinese hacking, in which it said it was not possible to determine the extent of government knowledge of such activities.

?The details we have analyzed during hundreds of investigations convince us that the groups conducting these activities are based primarily in China and that the Chinese government is aware of them,? the company said in a summary of its latest report.

It said the hacking was traced to the 2nd Bureau of the People?s Liberation Army General Staff?s 3rd Department, most commonly known as unit 61398, in the Shanghai suburbs.

China?s Defense Ministry did not immediately respond to faxed questions about the report, although it has in the past labeled such allegations as groundless and irresponsible, and has demanded that evidence be presented.

News of the report spread Tuesday on the Chinese Internet, with many commentators calling it an excuse for the U.S. to impose greater restrictions to contain China?s growing technological prowess.

Somebody hacked Burger King's Twitter account on Monday, posting obscene messages and changing its profile picture to a McDonald's logo.

The tweets stopped after a little more than an hour, and Burger King said it had reached out to Twitter to suspend the account. A Twitter spokesman did not immediately respond to a phone message left on Monday.

Late Monday, Burger King tweeted: "Interesting day here at BURGER KING, but we're back! Welcome to our new followers. Hope you all stick around!"

Burger King, which usually tweets several times a week, typically does so to promote sales on chicken sandwiches, or to ask questions such as how many bites it takes to eat a chicken nugget.

But just after noon EST on Monday, someone tweeted via Burger King's account, "We just got sold to McDonalds!" They also changed the icon to rival McDonald Corp.'s golden arches and the account's background picture to McDonald's new Fish McBites.

About 55 tweets and retweets followed over the next hour and a quarter, including some that contained racial epithets, references to drug use and obscenities. The account tweeted: "if I catch you at a wendys, we're fightin!"

Monday's appropriation of Burger King's Twitter account was a relatively mild example of cybersecurity problems, which are causing increasing concern in Washington and for industry. Media outlets including The New York Times, The Wall Street Journal and The Washington Post have all said this year that their computer systems were breached, while several NBC websites were briefly hacked in November. White House officials and some lawmakers are pursuing legislation that would make it easier for the government and industry to share information on how to defend against hacking.

Burger King didn't know who hacked the account, and no other social media accounts were affected, said Bryson Thornton, a spokesman for Miami-based Burger King Worldwide Inc. Its social media team and an outside agency manage the Twitter account, but Thornton declined to say how many people knew the account's password. Late Monday, Thornton issued an apology to the company's Twitter followers.

"Earlier today, our official BK Twitter Account was compromised by unauthorized users," Thornton said in a statement. "Upon learning of this incident, our social media teams immediately began working with Twitter security administrators to suspend the compromised account until we could re-establish our brand's official Twitter page. We apologize to our loyal fans and followers, whom might have received unauthorized tweets from our account. We are pleased to announce that the account is now active again."

Twitter acknowledged on Feb. 1 that cyber attackers may have stolen user names and passwords of 250,000 users. It said at the time that it notified users of the breach.

Competitors were sympathetic.

McDonald's responded on Twitter that it empathized with its Burger King counterparts. "Rest assured, we had nothing to do with the hacking."

"My real life nightmare is playing out" on Burger King's twitter feed, wrote Wendy's social media worker Amy Rose Brown.

So she drew inspiration from Outstanding in the Field, an event they?ve had dinner at several times. They wanted the reception to be a huge dinner party for all of their friends that just happened to be after a wedding ceremony.

Designers old and new dazzle at London Fashion Week

LONDON (Reuters) - Britain's long-established designers brought classic elegance to the catwalks, while up-and-coming talent packed a punch with fun, youthful styles on the second day of London Fashion Week.

One of Kate Middleton's' favoured designers, Daniella Helayel, showcased a collection of printed chiffon kaftans, woven jacquards and geometric patterns.

Models wore thick jackets with shearing and fur linings, accessorised with wide brimmed hats and eagle feathers in a collection inspired by the rugged landscape of the Navajo Indians.

"There are lots of feathers, lots of feather prints, it was also inspired by rugs, different textures and body paints," Helayel, designer for Issa London, told Reuters backstage after the show.

With buyers from 39 different countries in attendance, the British Fashion Council estimates orders of more than 100 million pounds ($155.23 million) are placed during London Fashion Week each season.

The five-day event blends emerging talent with veteran designers such as Vivienne Westwood and is best known for its cutting-edge talent and avant garde trends.

HOUSEHOLD NAMES

Coral pink mohair bags and oversized green coats pinned at the waist with matching belts featured in John Rocha's collection.

John Rocha, a household name in Britain who designs a high street collection for department store Debenhams, said he took his inspiration from the countryside surrounding Dublin, where he has lived for more than 20 years.

"It's based a lot on the Irish winter countryside, so almost like tree barks, or roses, it's all about trying to mimic the colour I see outside," Rocha told Reuters after the show.

"I'm just trying to bring all these things together and make something that's beautiful."

Earlier in the day, on a pillar box-red stage, boxy Sixties silhouettes in canary yellow and shocks of fluorescent orange burst into the packed show of British designer Jasper Conran.

Earthy olives muffled loud neons, while cloche hats in matching shades added a feminine finish to the collection, which was viewed from the front row by actor Richard E. Grant.

"There is a hell of a lot of bright colour, which is balanced off with dark aubergines and blues and chocolate browns ... really in your face," Conran told Reuters before the show.

Conran, who also collaborates with Debenhams, said Britain should see garment manufacturing as a business opportunity.

"China is going to be a huge emerging market for this country, and they want things that are made in Britain. We don't have a manufacturing industry but that doesn't mean we can't create one," he said.

"TOTALLY OVER THE TOP"

Julien Macdonald offered up his modern interpretation of glamour with a dazzling array of evening dresses in gold, silver, canary yellow and emerald green.

Longer gowns featured hand-sewn mirrors, chains and metal embellishments while sequined fringing embellished the minimal hemlines of shorter dresses.

"The dresses are totally over the top, they're glamorous - there are party dresses and cat suits. There's lots of knitwear made in super sophisticated sexy shapes, traditional lace with incredible embroidered techniques," Macdonald said.

Moschino Cheap And Chic and House of Holland were a hot ticket for London's pretty young things.

At Moschino, black-lipped models sashayed in alternate direction through a runway maze lined by masses of buyers, celebrities and admirers; showcasing monochrome stripes black trousers with punk inspired silver studding.

Black rockability style blazers and buttoned up shirts were softened by both pale and hot pink.

Pot Smokers Drive Fine Far Above Legal THC Limit - Hit & Run ...

KIRO-TVKIRO-TVA recent report by KIRO-TV, the CBS station in Seattle, provides further evidence that Washington's new standard for driving while under the influence of marijuana is a poor measure ?of impairment. Initiative 502, which legalized marijuana for recreational use, established a per se standard of five nanograms of THC per milliliter of blood. Critics argued that cannabis consumers may exceed that level even when they are not impaired, and KIRO did a simple driving experiment (video below) that shows they were right. The station enlisted three volunteers: Addy Norton, "a 27-year-old medical marijuana patient and heavy daily marijuana user who smoked pot before arriving at the test site"; Dylan Evans, a 34-year-old weekend pot smoker; and Jeff Underberg, 56-year-old who smokes pot occasionally. All three of them satisfactorily completed a driving course at THC levels far above the legal limit.

Norton arrived with a THC level of 16 nanograms, more than three times the DUID cutoff, but nevertheless drove fine, according to the driving instructor who accompanied her with his foot hovering over a second brake and his hand ready to take the wheel. After Norton smoked three-tenths of a gram, she tested at 36.7 nanograms, more than seven times the legal limit, but still drove OK. Even after she consumed nine-tenths of a gram, a "drug recognition expert" from the Thurston County Sheriff's Office?said her driving was merely "borderline." Only after consuming a total of 1.4 grams of pot and achieving a THC level of 58.8 nanograms, almost 12 times the legal limit, was Norton clearly too stoned to drive.

Evans arrived with zero THC in his blood but hit 26 nanograms, more than five times the DUID cutoff, after smoking three-tenths of a gram. He nevertheless was "doing fine behind the wheel." Underberg, who also started at zero, hit 21.7 nanograms, more than four times the legal limit, after smoking his three-tenths of a gram. "While his driving was slow," KIRO reported, "it was still acceptable." According to the driving instructor, "He did real well." Unlike Norton, Evans and Underberg were both clearly impaired after smoking twice more, consuming a total of nine-tenths of a gram. KIRO evidently did not draw blood from Evans or Underberg at that point. But two and a half hours later, Evans tested at 11.1 nanograms, more than twice the legal limit. Underberg was at 12.9 nanograms one hour and 45 minutes after his last puff. Those results suggest that occasional users may exceed the legal limit hours after they smoke, even when they are no longer intoxicated.

Keen not to be seen as encouraging people to drive while stoned, KIRO's correspondent closed his report with some responsible-sounding caveats. "It's true all three volunteers were able to safely drive a car for a while while four times or more over the legal marijuana DUI limit," he said, "but they eventually made driving errors that on a public road could have resulted in getting pulled over by police or much worse." Yes, but they made those errors at THC levels much higher than the legal standard for impairment. It's clear people can be too stoned to drive safely; the question, assuming it is appropriate to have a per se standard at all, is what the cutoff should be. Turning to that issue, KIRO's reporter said:

Some critics argue the legal limit for driving under the influence of marijuana was set too low. So does the fact that our volunteers were able to smoke pot and drive safely at four times the legal limit prove their case? Not necessarily. That's because the intoxicating effects of marijuana vary from plant to plant and from person to person. And you have to remember: Our volunteers were on a closed course, working with a safety net. They weren't out here, driving alone with the rest of us.

I see a couple of red herrings here. The plant-to-plant variation is irrelevant if the measure of impairment is THC in the blood, and the fact that the volunteers were driving "on a closed course, working with a safety net" does not change the fact that they drove competently even when they were far above five nanograms. By contrast, the fact that "the intoxicating effects of marijuana vary...from person to person," which helps explain how Norton was still OK to drive at 36.7 nanograms, is relevant, but it cuts both ways. Perhaps some people are?impaired at five nanograms, but it seems clear that many are not. Setting a low cutoff may seem like erring on the side of caution, but that is true only if you discount the injustice of arresting and punishing people for driving under the influence when they do not actually pose a hazard to others. The variation in responses to marijuana, which is partly a function of tolerance and experience (presumably the main factors in Norton's case) but also due to pre-existing differences, argues against having any sort of per se standard.

Washington used to require evidence of impairment, including but not limited to blood test results, which is still the approach taken in Colorado, the other state that legalized marijuana last year. The Colorado legislature has considered a five-nanogram standard in the past and may yet adopt a modified version of it, establishing a rebuttable presumption of impairment at that level. But that makes no sense until we have a clearer idea of how many people really are too stoned to drive at five nanograms. Larger-scale, more systematic research along the lines of what KIRO did should come before any changes to the law.
